Recommendations for processing atmospheric attenuated backscatter profiles from Vaisala CL31 ceilometers
Ceilometer lidars are used for cloud base height detection, to probe aerosol layers in the atmosphere (e.g. detection of elevated layers of Saharan dust or volcanic ash), and to examine boundary layer dynamics. Sensor optics and acquisition algorithms can strongly influence the observed attenuated backscatter profiles; therefore, physical interpretation of the profiles requires careful application of corrections. This study addresses the widely deployed Vaisala CL31 ceilometer. Attenuated backscatter profiles are studied to evaluate the impact of both the hardware generation and firmware version. In response to this work and discussion within the CL31/TOPROF user community (TOPROF, European COST Action aiming to harmonise ground-based remote sensing networks across Europe), Vaisala released new firmware (versions 1.72 and 2.03) for the CL31 sensors. These firmware versions are tested against previous versions, showing that several artificial features introduced by the data processing have been removed. Hence, it is recommended to use this recent firmware for analysing attenuated backscatter profiles. To allow for consistent processing of historic data, correction procedures have been developed that account for artefacts detected in data collected with older firmware. Furthermore, a procedure is proposed to determine and account for the instrument-related background signal from electronic and optical components. This is necessary for using attenuated backscatter observations from any CL31 ceilometer. Recommendations are made for the processing of attenuated backscatter observed with Vaisala CL31 sensors, including the estimation of noise which is not provided in the standard CL31 output. After taking these aspects into account, attenuated backscatter profiles from Vaisala CL31 ceilometers are considered capable of providing valuable information for a range of applications including atmospheric boundary layer studies, detection of elevated aerosol layers, and model verification
Big Data in a Crisis? Creating Social Media Datasets for Crisis Management Research
A growing body of research in the area of information systems for crisis management is based on data from social media. After almost every larger disaster studies emerge with the focus on the specific use of social media. Much of this research is based on Twitter data, due to the ease of access of this (mainly public) data, compared to (more closed) data, such as Facebook or Google+. Based on the experience gained from a research project on social media in emergencies and our task to collect social media data sets for other partners, we present the design and evaluation of a graphical user interface that supports those stakeholders (such as emergency services or researchers) that are interested in creating social media datasets for further crisis management research. We do not specifically focus on the analysis of social media data. Rather we aim to support the gathering process and how actors without sophisticated technical skills can be supported to get what they want and especially need: relevant social media data. Enlarged magnetic focusing radius of photoinduced ballistic currents
We exploit GaAs-based quantum point contacts as mesoscopic detectors to
analyze the ballistic flow of photogenerated electrons in a two-dimensional
electron gas at a perpendicular magnetic field. Whereas charge transport
experiments always measure the classical cyclotron radius, we show that this
changes dramatically when detecting the photoinduced non-equilibrium current in
magnetic fields. The experimentally determined radius of the trajectories
surprisingly exceeds the classical cyclotron value by far. Monte Carlo

Aerodynamic roughness parameters in cities: inclusion of vegetation
A widely used morphometric method (Macdonald et al. 1998) to calculate the zero-plane displacement (zd) and aerodynamic roughness length (z0) for momentum is further developed to include vegetation. The adaptation also applies to the Kanda et al. (2013) morphometric method which considers roughness-element height variability. Roughness-element heights (mean, maximum and standard deviation) of both buildings and vegetation are combined with a porosity corrected plan area and drag formulation. The method captures the influence of vegetation (in addition to buildings), with the magnitude of the effect depending upon whether buildings or vegetation are dominant and the porosity of vegetation (e.g. leaf-on or leaf-off state). Application to five urban areas demonstrates that where vegetation is taller and has larger surface cover, its inclusion in the morphometric methods can be more important than the morphometric method used. Implications for modelling the logarithmic wind profile (to 100 m) are demonstrated. Where vegetation is taller and occupies a greater amount of space, wind speeds may be slowed by up to a factor of three
Evaluation of urban local-scale aerodynamic parameters: implications for the vertical profile of wind speed and for source areas
Nine methods to determine local-scale aerodynamic roughness length (z0) and zero-plane displacement (zd) are compared at three sites (within 60 m of each other) in London, UK. Methods include three anemometric (single-level high frequency observations), six morphometric (surface geometry) and one reference-based approach (look-up tables). A footprint model is used with the morphometric methods in an iterative procedure. The results are insensitive to the initial zd and z0 estimates. Across the three sites, zd varies between 5 â 45 m depending upon the method used. Morphometric methods that incorporate roughness-element height variability agree better with anemometric methods, indicating zd is consistently greater than the local mean building height. Depending upon method and wind direction, z0 varies between 0.1 and 5 m with morphometric z0 consistently being 2 â 3 m larger than the anemometric z0. No morphometric method consistently resembles the anemometric methods. Wind-speed profiles observed with Doppler lidar provide additional data with which to assess the methods. Locally determined roughness parameters are used to extrapolate wind-speed profiles to a height roughly 200 m above the canopy. Wind-speed profiles extrapolated based on morphometric methods that account for roughness-element height variability are most similar to observations. Embedding unaffiliated volunteers in crisis management systems: Deploying and supporting the concept of intermediary organizations
Citizens engaging in crisis management spontaneously and without affiliation to an (honorary) aid organization are a social phenomenon on the rise. Even though public engagement is desirable, it receives mixed reactions by crisis management experts. They claim that âthe crowdâ has to be managed to ensure a successful crisis response and recovery, leading to high coordination efforts which cannot be achieved by the authorities. To understand the obstacles in cooperation and to overcome them better, this study examines existing patterns of cooperation. The study employed in-depth interviews (n=13) in two use cases (flooding, n=4; migrant crisis, n=9) with public authorities, aid organizations and engaged citizens. Results indicate that collaboration works successfully when an intermediary organization bridges the coordination gap between authorities and the public. In addition to the concept of intermediary organizations, two ICT approaches supporting collaboration in crisis events are described: Public Displays and the so-called âSecurity Arena
Situated crowdsourcing during disasters: Managing the tasks of spontaneous volunteers through public displays
Abstract Although emergency services have already recognized the importance of citizen-initiated activities during disasters, still questions with regard to the coordination of spontaneous volunteers and their activities arise. Within our article, we will present a technological approach based on public displays which aims to foster situated crowdsourcing between affected citizens, spontaneous volunteers as well as official emergency services. We will address the research question: How can the situated tasks performed by spontaneous volunteers be supported by the use of public displays during disasters? First we will present the current state of the art with regard to the coordination practices of spontaneous volunteers and emergency services within disaster situations as well as related problems, potentials and specifics of situated crowdsourcing and public displays. To gain insight into actual coordination practices, we conducted an empirical study with 18 different stakeholders involved in disaster management. Based on the literature review and our empirical study, we have derived a technical concept that supports the task and activity management of spontaneous volunteers as well as the coordination both of the demands of affected people and the offers from spontaneous volunteers. We have implemented our concept as the public display application âCity-Share', which provides a robust communication infrastructure and encompasses situated crowdsourcing mechanisms for managing offers and demands of activities on-the-ground. Based on its evaluation with several users, we will discuss our findings with regard to the assignment of tasks on-the-ground and situated crowdsourcing during emergencies. We outline that City-Share can improve a community's disaster resilience, especially when focusing on the kind of collaborative resilience emerging between official stakeholders and spontaneous volunteers or affected citizens at a local level
